The Borg Queen was a creature of a singular nature that existed and served as a central control nexus within the Borg Collective.
Several different instances of the Borg Queen are known to have existed, including a central primary queen somewhere still in the Delta Quadrant. The Queen was the last Borg unaffected by the Dominion Pathogen. She lives in total isolation with a number of drones and associated Borg entities trying to undo the Borg Pathogen and restore the ability to assimilate with nanoprobes.
