The Quad is the controlling entity of Futility's End which determines the canon of the group and administers the admission of new simulations into FE. They are charged with ensuring that FE remains a fun and generally cohesive place. A set of rules for Futility's End can be found here Futility's End Rules.
The term The Quad refers to the group whether it contains one person or fifteen. As a group the Quad relies on consensus to achieve its goals, if any member of The Quad cannot be convinced of the merits of an idea it is not brought in to FE Canon.
