After thinking about it for at least two more minutes, I like the idea that (assuming SABRE is a sub-division of the MI a la Army/SAS), upon being transferred, you lose whatever rank you may have been. Enlisted SABRE's

You could cut the lower ones off. Them being Spec Ops, you can only apply to get in once you've reached a certain rank.
