The Klingon High Council is the official government of the [[Klingon Empire]]. The High Council in 2385 agreed to join the [[United Federation of Planets|Federation]] in fears the empire would be conquered by the [[Borg]]. The High Council remained in power even after the empire joined the Federation. Contact with the High Council was lost in 2388.

After the war, a new High Council was convened and largely simply represented the Klingons as a member race and ally of the Federation. In time however, enough Klingons because frustrated with life in the Federation and gathered their ships and people together. Rescinding their membership in the Federation, they left to reconquer their worlds and reform the Klingon Empire.
