A New Orleans Class Starship pressed in to service despite having sat in mothballs for the past 15 years. Following the Atlas V incident involving Captain S'rravl T'ssarra and the USS da Gama, the Phoenix was recommissioned from Starfleet mothballs, despite the vessel's older technology and lessened capabilities. The Phoenix serves as the last chance for many in Starfleet, these dregs of the fleet are sent to the Phoenix to either shape up and make a career for themselves, or if they flame out it's a simple Court Martial and off to the Penal Colonies.
