The Oakland Shipyards are a grouping of Starfleet controlled spaceframes located in a geosyncronous orbit with their namesake city, originally charged with refitting existing Fleet frames with upgrades and experimental technology, as opposed to the Utopia Planitia yards which primarily dealt with the mass production of proven spaceframe designs. In 2382, the disappointing Norway-class needed to be substancially upgraded and Oakland was chosen as the base for this redevelopment. In the same year, the first of the upgraded Intrepid-class vessels, the USS Earhart was launched from the yards. In 2393, the yards were responsible for refitting the USS Nova into what would become the base design for all new Nova vessels comissioned.
