Yup there still used in "Secondary roles" such as around newly re-explored colonys to aid in point defence and such alpha centauri has the Uss Essex and excelsior class :)

Civilian....

They have been assigned mostly to civilian projects now, their space frames beyond what Starfleet can safely maintain.

While they may not be much cop protecting against the Borg, they can still run off raiders and the like.
