Elias Reinhardt was the Chief Medical Officer of the USS Phoenix in the early 25th century.
Declassified History
Part of the project that developed the virus that destroyed the borg ability to assimilate Doctor Reinhardt went on to head up another black project during the war. Initially tasked with developing natural medical defenses to borg weaponry. The project fell through the cracks in federation government for several years starting in 2389.
