Matthew Royce is the Executive Officer of Starfleet's Second Fleet, and the captain of the USS Lexington. Unarguably one of the greatest battle commanders of the Borg War, he was one of the youngest Captains in Starfleet history, won the Medal of Honour in a battle in the mid-90s, and has championed Starfleet's re-expansionism efforts even through the Second Fleet's repeated leadership problems. Still the Fleet's most stable long-term commander, his responsibilities see him these days overseeing the task force's daily operations from behind the lines rather than spearheading the expeditionary forces.
