The Phoenix Torpedo was a weapon developed by the Federation during the latter half of the Borg war. It's primary function is to strip a planets atmosphere of all forms of biological life, designed as a Borg buster it has only been used in anger once on the planet Qo'noS by USS Ark Royal.
