William Ross

William J. Ross was one of the most senior Starfleet official's in command of military operations during the Dominion and borg Wars. As a newly minted Vice Admiral Ross was in command of Starbase 375. He led the Allied federation forces during the Battle of Cardassia, and presided over the signing of the Treaty of Bajor, which ended the dominion war.During the Vast Borg conflict Ross was stationed at Starfleet command and directed elements of the fifth and sixth fleets.Leading them towards impressive victories in a way where very few victories were earned.
