During the Borg War Captain Bryan Cash took the USS Cairo’s saucer section into the Briar Patch to hide from the Borg with a group of civilians he rescued from Qualor II before the Borg assimilated/destroyed the colony. Now the Cairo’s saucer section was kept in orbit of the Baku homeworld in the Briar Patch by Captain Cash while he watched for the Borg that he thought would come after him....he spent years repairing the saucer and keeping its power and weapons systems operational. So that saucer section was a habitable structure already in space.

By 2401 Starfleet's New Re-Exploration Initiative was well underway, with a few vessel's launched, the newly promoted Commodore Cash took his new command, USS Voyager NCC 74656-A back to the Briar Patch to help in creating Deep Space One. With another derelict Galaxy class saucer section from the USS Venture, the Voyager crew with a engineers from the Starfleet Corps of Engineering where able to connect the two Galaxy class Saucers together. With a few more parts installed and a design taken from the jupiter class the station was operational for a crew to board.

Deep Space One is the first great space building project of the new century after the Borg War. With resources at a minimum Starfleet Command decided on an unorthodox approach to construction of a new outpost and formed the new Starbase into a useful and habitable outpost.

Starfleet gave command of the new outpost to Captain Zack Marshall-Bennet shortly after construction was completed.

Early 2401 Starfleet saw the need to assign a starship to protect the station and the Ba'ku homeworld. There weren't many starships that could fill out the general role of explorer and escort except one. Starfleet re-assigned its flagship, the USS Enterprise NX 1701 - F to the station as its multi-purpose support vessel.

In 2403 with the USS Enterprise-F recalled to Earth, Starfleet sent a small convoy of ships to assist in a major refit and overhaul of the station. While the original DS-1 crew took the Enterprise to find several important Federation scientists within the Alpha Quadrant, the station was upgraded. This included a new drydock facility which would allow the base to extend its usefulness to the Re-Exploration Initiative. Starships to the size of an Enterprise class starship could dock at the station and recieve repairs, refits and general maintenance. A small number of orbital defence platforms were also put in and around of the station. These defence platforms were outfitted with pulse phaser cannons and regenerative shield systems.

The station was later given a second support vessel, a newly built Defiant class starship the USS Warhawk NCC 90028. It's primary purpose was to fill in the role as guard for the station and escort for the flagship.
