Who is he?

I've created him purely for the upcoming SFC mission, but others are free to add to him as needs must, provided it doesn't change what's here already. That way, the character can be built up as he is used. If someone has a mission about the Tellarites, he might pop up in that and so this article can be expanded upon. I think that's the best way to go with most Councillors, though obviously some will 'belong' to people and can't be touched. - Chris 09:21, 29 November 2005 (EST)
