Elaine Beckett is the youngest child of Edward and Helen Beckett and a permanent resident of Deep Space Five. She first travelled to the starbase when her father was assigned as the commanding officer and has remained since.

Instead of returning to the Sol System as expected to attend university, as soon as she got to the Algedi System Beckett began writing articles of her experiences as a civilian on the 'front line' of the Federation's resettlement schemes. These were picked up by several newspapers back on Earth, and for the past few years Elaine has enjoyed independence from her parents by penning a regular column.

Most significantly she has highlighted how little attention the civilians on the resettlement programmes get compared to Starfleet, and the imbalance of the quality of life. Resettlement, Elaine Beckett has argued, has become the purview of the military when without civilians settling, without lives being built outside of the Sol System, the expansion of the Federation is nothing but the building of military bases with no real purpose. In the months before Captain Beckett's illness, she had begun to level this criticism even at her father in her writing, accusing him of not doing enough for the civilians of DS-5 and the Algedi System.

She has remained on the starbase even upon her father's coma, and appears to show no inclination to leave.
