In 2404 Jefferson appeared within Starfleet Command under unusual circumstances, something which has since been classified, carrying orders signed by Fleet Admiral Taylor - that the Fleet Admiral didn't remember issuing. Despite this he was given comand of USS Ronald Reagan and tasked with finding USS Titan and Captain William T. Riker, a task that failed.

Upon his return to Sol, Jefferson was offered the chance to remain in command of USS Ronald Reagan, along with an instant promotion to Captain. Something that was technically illegal as Jefferson was an enlisted member of Starfleet. In true Jefferson form, he refused the promotion at a dinner held in his honour.

It was during this dinner that he was first insulted by President Jellico, a man who thought Jefferson to be a brainless ape for refusing a promotion (It was a long known fact that Jellico thought little of several high ranking enlisted crew persons in Starfleet) after several hours of barbs, Jefferson lashed out and punched Jellico in the face.

Despite Jellico's demands for a full court martial for Jeffery's actions, Fleet Admiral Taylor held a captains mast. During this mast Jeffery received a rather stern warning, and a note in his personnel jacket that Jefferson should never be considered for a flag rank.

Although incensed by this outcome, Jellico found himself unable to interfere.
