Khitomer is located in the Beta Quadrant near where the borders of the Klingon Empire, the Federation and the Romulan Star Empire. Khitomer played an important role in the development of the Klingon-Federation alliance. It was the site of the Khitomer Conference and the victim of a Romulan attack on the planet's colony, that showed the importance of the Klingon-Federation friendship.

2293 the Khitomer Conference was held at Camp Khitomer on the planet.The conference started the first full negotiations of peace for the UFP and the Klingon Empire and created the Khitomer Accords.Earth had been selected as an original venue, but chancellor Gorkon was assassinated on his way to Earth.As a result the conference had to be relocated to Camp Khitomer.

2346,the Klingon colony on was attacked in what became known as the Khitomer Massacre. 4,000 colonists were killed. Several colonists, however, were allowed to live and were taken to a prison camp in the Carraya sector.

2370s, a outpost had been reestablished on the planet. Admiral William Ross met Chancellor Gowron there prior to 2375.
