Lieutenant Commander Torr was a member of Starfleet Special Investigations from its founding in 2392. He was the leader of Delta Team, one of the department's premier teams, and from the beginning was partnered with Lieutenant Nikolas Valentine.

Reputed to be detached and aloof, Torr was not especially popular with SSI officers outside of his team. He was nevertheless an effective officer, as demonstrated by his rapid shutting down of Starbase 12 following a terrorist attack in 2392, and the identification within hours of a primary suspect.
