The Eisenhower was a temporally displaced ship from 2327 that was at the core of the USS Phoenix mission #5, "Brave New Universe". The ship was sent through time to 2410, altering history for the entire Alpha Quadrant. As a result of the temporal displacement, reality altered for the entire galaxy.
In the altered reality, the Borg war did not occur. In the mid-24th century, the Romulans were able to attack the Federation and severely cripple it through their extensive spy network. Due to material shortages, and the rerouting of materials and energy to weapons development, the Enterprise-D was never built. As a result, first contact was never made with the Borg.
The crew of the Phoenix was tasked with figuring out what had happened and setting it straight.
