In 2404 Jefferson appeared within Starfleet Command under unusual circumstances, carrying orders signed by FAdm Taylor - that the Fleet Admiral didn't remember issuing. Despite this he was given comand of USS Ronald Reagan and tasked with finding USS Titan and Captain William T Riker, a task that failed.
