Anthony Starling is the leading Federation expert in tetryon energy technology. A middle aged human male, his theroies in renewable energy sources assisted many worlds in finding other effiencent sources of energy besides the use of plasma and antimatter reactors.

At one time there are a number of mysterious criminal activities linked to him that were never been proven. One being that he briefly worked for the Maquis. (DS1: "The Vulcan Connection")
