James Mendez was the representative for Mars on the Federation Council from 2385 to 2405, and running-mate of Alexander Stark in the Stark for the Federation Presidential Campaign until his death in March 2405. One of the longest-serving members of the Council, and a lifelong politician, Mendez had long been considered to stand at the forefront of political experience. Known for being well-measured and cautious, but strong in his decisive action, Mendez was unflinching in decisions throughout the Borg War which some argue killed the Federation's democracy - and others claim kept humanity alive. But despite this occasional unforgiving image, he was often regarded as kindly, almost fatherly, with a hand which - although tough - was more often than not gentle in its guidance.

As a running-mate of Stark's, he was been often considered the counterpoint to the aggressive expansionism of the campaign's policy, the dove to the Presidential candidate's hawk.

He died in a shuttle accident in 2405 in the Mars debris field. On a routine trip through, a Starfleet officer supervising the traffic movement through the field made a mistake and authorised Mendez's shuttle to advance through the channel. In avoiding collision with a cargo transport that had been legitimately cleared for advance, the shuttle struck a piece of the field's debris, and although it was retrieved by the transport, James Mendez died in the crash. His death was announced by Alexander Stark in what was originally supposed to be the Stark for the Federation campaign's first public outing at a mining conference on Mimas.
