Federation Council

The Federation Council (or its official title the Council of the United Federation of Planets) is the governing body of the United Federation of Planets. The Council has one elected representative from each of its member states. They have the power to rule over any decision that will affect its member states and citizens.

Council Sessions

By the Articles of the Federation the Council once in sessions is led by the President of the United Federation of Planets (unless the president is off world, in which the Vice President of the United Federation of Planets or a President Pro Tempore would assume the duties of leading the council sessions). The Council meets at the Federation Headquarters where the Federation Council conducts its business during sessions that convene once every four months, with three-week intervals. According to the Articles of the Federation, all Federation Councillors must be present at the beginning of a session in order to participate in future meetings of the Council; those that are not present must wait until the next session convenes.

Councillors

Representatives from each member world (or race as this is the case with most officials since 2400) are elected to three year terms by their own people and powered to voice the general opinions and thoughts of those they speak for. Any law proposed can only be passed by a majority vote.

Sub-Councils

The Federation Council is divided in numerous sub-councils that deal with various aspects that affect the Federation as a whole. Some sub-council may only last for as long as they are deemed required by the Federation Council.

Membership to these sub-councils is determined by the President, who nominates their candidates to the whole Council who vote for or against the appointment. Sessions of the sub councils are normally chaired by the Sub-Council Chair Person. The President does not have to take any seat on these councils but may sit in on sessions if they wish to do. The President is generally expected to seek the active participation of the appropriate sub-council in determining executive policies; as such, there is far less separation of powers between the Council and the Presidency than in many traditional Earth governments.

The Federation Security Council

Is the council which deals with all security arrangements which affect all Federation interests. The council has 15 members on it at all times and is the only council which the president is expected to chair. The founding members of the Federation Council all have automatic permanent seats on this council. The other 10 members are designated by the media as the “back ten” due to the fact they all need to be nominated by the President and voted in to the Security Council by the Federation Council.

Status before the Borg War

Before the outbreak of the Borg War, the Council used to meet at the Palais de La Concorde on the first floor. However with large numbers of states joining the Federation the Council was moved to a new building to accommodate all council officials. Also the council would convene every six months. However the Articles of the Federation were revised due to the Borg War.
