Peter Ingram is the Chief Press Secretary for the Operations Division of Starfleet Command and a former reporter for the Alpha Centauri Times.

In general, Peter comes off as a fast thinker. More than willing to argue his way out of an impossible position he has a very forceful will about him and won't hesitate to press an advantage. His voice is naturally powerful and perfectly able to command the attention of anyone he's addressing. He's articulate and like most of his kind, a charmer. He's self-assured and independent however, which has worked to his disadvantage on more than one occasion. He believes that in the eyes of the public, attention to detail is everything and as such, is always bright and cheerful around those out in the open.

Pete's slightly taller than most height, thin build and photogenic face serve him well at functions where a presentable face is needed. His clothes, hair and beard are always impeccably neat when he's attending Press Briefings or meetings with officials from the Council - the embodiment of the perfect Starfleet Officer. Behind closed doors however, his uniform ethic is often much more relaxed; his jacket is zipped further down, perhaps not tucked in or not even being worn. Appearance doesn't get in the way of comfort in his office.

History:

As a child, Pete sat on the sidelines of the Dominion War watching the news feeds from the front-lines. His Father instilled in Pete from a young age to tell the truth. Thanks to Pete's Uncle, his immediate family knew all too well the picture Starfleet sanctioned Federation News Network was presenting was far from the truth, intending to keep the general population from widespread panic. The rebellious teenager in Pete vowed to fix the system, so after leaving High School he applied and was accepted to the Department of Journalism at New Berlin University.

Studying was merely an obstacle to be overcome as many of his professors and tutors observed. When War broke out with the Borg, unlike the vast majority of the Federation's population Pete recognised the signs of government censorship by the FNN, but refused to quit his education. The War added fuel to the fires of his ethical beliefs - which the Federation as a whole needed to know how bad things were getting on a Galactic level.

In mid '89, Pete graduated with a significantly reduced class. Many of his fellow students had dropped out in an attempt to lend their services to Starfleet as the Borg War further escalated. Pete was immidetly snapped up by the Alpha Century Times to document the War from onboard one of the thousands of ships. The relatively small-time news agency had managed to wrangle its way into getting permission to document the exploits of the Intrepid Class USS Trojan during its frontline relief efforts. It was the first time Pete had seen images of destruction the Borg had wrought on humanity. During their four years aboard the Trojan, the Journalist team made close connections with the ship and crew, they all felt guilty for not being able to help more directly with the War efforts. Pete struggled to remind them they were helping in their own way. For much of their stay on the ship, only one-way communication was possible as 'fleet movements were generally classified. Recordings and articles were sent in compressed data burst transmissions so as not to be detected by the Borg. It was only when the team returned to Earth in early '89 that they learned Starfleet censored most of their work and glorified the rest. Pete was resolved to change the system, and in 2389 resigned from the ACT and was drafted into Starfleet.

Thanks to his degree in Journalism, Pete was recommended for Officer Training and underwent an accelerated wartime program studying in the field of an Intelligence Analyst, a natural extension on what he'd been doing as a civilian. It was in his freshman class that he met Jane Perkins, one of the few physics majors left at the Academy. The two immediately hit it off and began seeing each other for the next two years. In early '92, Jane proposed to Pete before they parted ways to new assignments believing that if they were going to die tomorrow, they'd do it as husband and wife. The couple were wed in Sicily, Italy where Pete still owns a house to this day.

With a commission under his belt, Ensign Ingram was assigned to the mid-core Starbase 23 as an Intelligence Liaison to the Senior Staff. Most of his time dealt with daily briefings with the Station Commander on the positioning of Fleets, and the most probably location of Borg vessels. He served with the crew for three years until the Starbase became untenable due to an impending Borg attack. With this foreknowledge, Starfleet decided not to waste the lives onboard her and ordered the base abandoned. After the mass evacuation, the self destruct timer blew the behemoth station up, taking the Borg ships entering the system with it.

Most of the crew were re-assigned to Earth, filling the undermanned positions at SFHQ in an attempt to offset the severe shortage of manpower Starfleet was currently feeling. Peter was assigned as an Intelligence Analyst at SFHQ, studying Borg movements across the entire Alpha and Beta Quadrants. In 2396, Pete distinguished himself in his field and was transferred to a Think-tank within Starfleet Intelligence. It was this team of minds that first recognised the signals that the Borg were going to make a push for Earth after their initial reconnaissance Cube in 2393. For his work on the Think-tank, Pete was promoted to Intelligence Liaison to the Federation's Defence Sub-committee. In his new role, Pete got his first taste for politics. Among his varied duties in this role, the most important was addressing the committee itself, daily presentations that would sway any decision made by the committee members on a range of issues.

In ’98 when the Borg finally attacked Earth, Peter was relatively safe on Earth while to his constant fear for his distant wife who was currently serving on the USS Kroeger - one of the many starships recalled to defend Earth. As the battle raged on in orbit, there was little anyone on the surface could do, except perhaps watch. It wasn’t until a week after the fighting ended that Jane, and the Rutledge herself was listed as MIA and presumed KIA. Pete buried his feelings of remorse and concentrated on his work. Peter still has a huge amount of admiration for his wife, even though she stayed aboard the Kroeger against his wishes.

Another reshuffle at Command meant Peter found himself as the Deputy Intelligence Liaison to the Office of Starfleet Operations. His work in Ops mainly dealt with presenting factual errors and organising the main brief work for those higher up in the political spectrum. While in his Intelligence role, Pete was recognised for his fast thinking under pressure and was deemed suitable for a promotion to Press Secretary for Starfleet Operations in 2304.
