Starfleet Operations

Starfleet Operations is often overlooked as part of the Fleet Command setup, though is in effect what most observers would erroneously call "Starfleet Command." The Department has been the central hub of the Fleet for the past two hundred years and beyond, taking its primary roles from those performed by the command division of the first Earth Starfleet, disbanded in the twenty-second century. Intelligence, logistics, strategic border reports; all of these passed through the department eventually, despite the lack of specialisation in some of these areas.
In contrast to this practice however, it has not been unknown historically, for confidential details to be kept from the department, for example the existance of a Romulan cloaking device onboard the USS Defiant was not revealed to the Department until some time after the installation.
Former commanders of Starfleet Operations have included Rear Admiral James T. Kirk in the early 2270s, Admiral Rick Berman in the early 2360s and Vice Admiral James Leyton in 2372, who was involved in the faux Dominion attack on Earth of that year, and subsequently resigned. Currently, the Department is commanded by Admiral Thomas Paris, who also serves as the Fleet's first executive officer to Fleet Admiral Taylor.
The upper levels of the Department are housed on the main Starfleet Command campus North of San Francisco.
