Samuel George Kirok was the incumbent President, attempted despot and dictator of the United Federation of Planets following the cessation of elections in 2406 until the Battle of Sol.

History
Pre-War
Not much is known about Sam Kirok save for a few bits of info salvaged from his assimilated homeworld. What is know is that up until 2399 it appears that Samuel George Kirok had no desire for position or politics. His previous employment was as an assistant director of a entertainment facility on his former homeworld of Miri. Kirok fled Miri with other refugees when the Borg approached the planet.
Finding his new footing
He floated around sol and earth for a time during the war and eventually found a few jobs working various political campaigns. Kirok fully entered the political scene as a junior member of President Spock's transition team shortly after his first election. Kirok went on to serve in the office of the vice president quickly earning the trust of Jellico and a top spot in his administrative staff.
Moving up
He earned a reputation of having an almost colder view of current events than his boss and was nicknamed "The Shadow" by certain members of the news media for his constant presence near Jellico. Kirok was the president's most trusted adviser. In an unusual move President Jellico would nominate Kirok for the position of Secretary of State replacing the then-outgoing Dora Graci which the council quickly approved. It was thought that Kirok was a "first choice" for VP but was given the top diplomat job instead.
- In addition to his less than full schedules as SoS, he oversaw President Jellico's Presidential Campaign.
Current
Following the news of president Jellico's possible borg control Kirok assumed presidental emergency authority in the sol system shortly after the disappearance of Vice president Johnson. He currently is overseeing all sol system and federation governmental duties along with the federation council safe guarded in S2 high above earth orbit.
During the Battle of Sol, Kirok disappeared and was later found aboard the USS Dissession were it was learned that he was an impostor, and where he undertook facial surgery to restore his previous appearance. The revelation of his true identity of James T. Kirk Doppelganger Emperor Tiberius was first learned by the ill fated surgeon that restored his face.
