Elizabeth Malone was born the younger child of Geoffrey Malone and Anna Hatcher, a Hovercar Mechanic and a Schoolteacher respectively living in Boston. Growing up on utopian Earth, Malone was brought up with strong ideals and educated to have a firm sense of right and wrong. Her elder brother Andrew seemed set to follow in their mother's footsteps as a schoolteacher, but Elizabeth herself grew up holding a desire to change the universe, and to improve it. The outbreak of the Borg War increased this; in her teenaged years she developed an interest in politics, but mostly found herself disagreeing with the status quo and the Federation establishment.

There she also became involved in journalism, within two years rising to be the editor of the University's student paper.
