Kaynes Eira is the Palais de la Concorde Chief of Staff, and was once Campaign Manager for the Stark for the Federation Presidential Campaign. A former Bajoran resistance member during the Cardassian Occupation, Kaynes has also sat on the Federation Cabinet as Secretary of the Treasury. She is considered one of the Federation's foremost political experts when it comes to the economy, and an utterly pragmatic civil servant.

Background

The Occupation

Kaynes was born on Bajor at the height of the Cardassian Occupation, spending the first five years of her life with her father, mother and younger brother in the town of Veras, in the Dakhur Province. This came to a staggering halt upon the arrest and prompt execution of both of her parents when it was discovered by the Cardassian authorities that they were members of the Bajoran Resistance. She and her brother Gerdan were taken into the 'care' offered by the Cardassians, split up and spread out. Eira was placed in a controlled Populace Camp, where she suffered horrific treatment at the hands of the guards interested only in making sure that their charges did not die and thus look bad for bureaucracy, rather than caring about their quality of life. Her brother Gerdan was taken to a different camp, and they would not see each other again until after the Occupation.

At age 14, Eira fell in with the local Resistance Cell, as her parents had before her. She spent the rest of the Cardassian Occupation working fervently against it. She learnt how to shoot a phaser and use explosives, her small size and unthreatening appearance making her a perfect infiltrator of enemy locations. Despite her youth, before she was twenty she had risen up to being the second in command of the cell, answering only to Tarr Aldren, the charismatic and powerful head of their group. The Tarr Resistance cell was recognised as being significantly important in driving the Cardassian forces out of the Dakhur Province, and when the Occupation ended, its members were something of local heroes.

The Provisional Government

Kaynes found herself still working with Tarr Aldren in the aftermath of the Occupation. He had been rapidly elected to be an overseer of the Dakhur Province, and made significant headway in ensuring the area was granted the aid it needed from the Federation, and was particularly locally popular in that he was prepared to turn outside of the UFP for assistance if it was not otherwise forecoming. In exchange for local produce of the reinvigorated agricultural industry, for example, he managed to purchase otherwise unavailable medical supplies from tradesmen Ferengi, and stood tall in arguing against the UFP delegation who disliked this outside influence.

As such, when Tarr's old comrades Shakaar Edon was elected First Minister in 2371, he was made his Chief of Staff, relocating from the Dakhur Province to the capital. With him went Kaynes, loyal to her old superior to the end. She spent six years as his senior assistant, running the halls of the political powerplays of the Bajoran Government throughout the debates of its Federation membership and the Dominion War. She made a particular name for herself as knowing how to handle non-elected politicians, such as the Vedeks, who could not be manhandled with threats to their popularity, instead showing an intricate understanding of other aspects of government, particularly the economy, to support her agenda.

It was some three years after the Occupation that she was reunited with her brother Gerdan. An officer in the Bajoran Militia, he left Bajor shortly after their reunion to take part in the exchange and training offered by the Federation, and would be one of the first Bajorans to join Starfleet.

It was at Tarr's urging that, with the Dominion War over, she take her fierce intelligence to higher levels, and out of the now-stable Bajoran Government. With his support, Kaynes thus applied and was accepted to Earth's Yale University to study Economics.

Federation Government

Kaynes was, despite her lack of formal education, an exemplary student at University. Her sharp mind and extensive experience was compensation enough for any lack of classical training, and her determination rapidly filled in those holes with time regardless. She went on to be awarded a Doctorate in Economics, and though she seemed happy to spend the rest of her life in academia, she was then approached by the Bajoran Representative on the Federation Councillor. At the time of the Borg War, it was difficult for Bajor to stake their claim on the resources they wanted, and so Kaynes was brought on board as an Economics Advisor to the Councillor to aid his bid for medical aid and care.

Her keen economic mind held her in good stead, however Kaynes often found herself having to twist facts to support Bajor when her information suggested more broad care and application of resources than her superiors might have perhaps liked. The Secretary of the Treasury once got hold of one of her memos floating around the Council, and after some wrangling with the Bajoran Councillor, fought to take Kaynes into the Department of the Treasury. There she was placed as the head of the Wartime Finance Department, responsible for overseeing the allocation of resources during the conflict, to both military and civilian matters.

In 2394, President Spock was re-elected. He appointed Kaynes Eira to be his new Secretary of the Treasurer, apparently at her predecessor's urgings after his retirement. She served in this capacity until the end of the Borg War. Having overseen the entire conflict, Kaynes had found that she had been losing sight of the smaller details where her keen mind was best applied. Knowing there would be many who could serve on the Cabinet but few who could juggle the smaller matters of the Federation's economy, Kaynes resigned at the end of the War, and moved to the Department of the Interior to join Abena Tau's new project known as 'Earth-Share'. A Housing Initiative, Kaynes was responsible now for the complicated issues of overcrowding and accommodation on Earth, and spent five years as Chairman of this Committee until she was approached by Alexander Stark to join his Presidential Campaign.

She served as the Campaign Manager for Stark for the Federation campaign until Stark's election as President, when she was appointed his Chief of Staff.
