Introduction
Nelissa has a checkered past, but connections to get things done when they need to get done. Preferring to work in the background, she is ruthlessly efficient and an excellent negotiator, even if it means she can alienate the people around her.
Personal Info
Appearance
A traditional Cardassian, she has prominent ridges, black hair, and black eyes. She uses her piercing black eyes during negotiations to get what she wants, when she wants it. She is of medium build and quite athletic.
Personality
Efficient. That is the singular word to describe Nelissa. She gets stuff done, any way she can, which can sometimes push against the line of legality or morality. However, you can't argue with the results. Whatever she was doing during her "off years" prepared her to deal with any and all situations.
She does not socialize often, preferring to be alone most of the time. Growing up on Bajor, she is sympathetic to those who are oppressed by occupiers.
History
Early Life (2372 - 2382)
Not much is known about Nelissa's early life besides the fact that she grew up on Bajor with her parents and six siblings. What her parents did is very much a mystery. Officially they were merchants, but rumors persist that they were quite active in the criminal underground, mainly in smuggling.
Even to that end, official records hold no solid information on any wrongdoing.
The Borg War (2382 - 2398)
This is where things start to get interesting. Shortly after The Borg War started, Nelissa's parents somehow became instrumental in keeping supply lines open to Bajor and the surrounding area. Using whatever connections the "merchants" had accumulated through the years they were able to acquire needed supplies for the Federation vessels and troops stationed in and around Bajor.
This was all, of course, above the table.
Nelissa had a role in this as well, being brought along on many "business trips" with her parents. Seeing the unspeakable atrocities caused on the way, Nelissa worked with her parents to do whatever she could to try and right things. In the waning years of the war, she joined Starfleet, receiving a commission quite literally because she was the only useful person they could find at the time to fill a role on Defiant. After spending years working on starships with her parents, it came easy to her.
Aftermath (2398 - Present)
She continued to serve until 2400, opting to resign for personal reasons.
Rumors swirl that it was to take care of some issues her family had gotten into back on Bajor. While details are scarce, there are stories of Nelissa captaining a smuggling vessel during this time, but much like her parents, no official charges have even been brought forward and her record is clean.
In 2406 she came back, asking for her commission to be reinstated. The request was granted and she was assigned to the USS Ark Royal as the Assistant Chief Operations Officer. She served with distinction in this role until taking a position on Deep Space Five as the Chief Operations Officer. She has only her siblings alive currently (officially), and no known close friends either.
