The United Federation of Planets is an interstellar coalition of governing planets and colonies. Its members share the same goals of common freedom, mutual defense, scientific exploration, peaceful coexistence and trade.

Sovereignty Overview

Territory

Federation territory, by the 25th century, was reduced to small pockets of space due to the Borg War. Each area of space would contain a few members who all agreed in helping one another in rebuilding and defending each other since the end of the Borg War. In theory the territory of the Federation expands across most of the Alpha and Beta Quadrants. However the borders of the Federation are small and are gradually regrowing at a very slow rate.

Authority

The Federation Council is the sole governing body of the Federation,led by the Federation President. The governing chamber has representatives from members of the Federation sitting. The Council Hall is located in San Francisco, North America, while the Presidential residence is located in Paris, France, both on Earth.

The military branch of the Federation is Starfleet who are charged with the defense and re-exploration of the Federation. Starfleet is also join by additional new Federation military branches Star Fighter Command and the Federation Mobile Infantry.

Members

Anyone wanting to return to the Federation must abide to the United Federation of Planets Charter. Since the Borg War, re-application into the Federation takes only a few years and depends on the agreement of the Federation Council. The planet must have a unified world government and be prepared to receive and provide aid in the re-construction efforts.

In recent years, Starfleet has sent several starships out to re-explore what has been lost. A key mission in this re-exploration initiative is to attempt to re-establish contact with former Federation worlds and if possible, attempt to persuade them to re-join. Only by re-establishing a United Federation of Planets can the Alpha Quadrant rebuild itself.

Historical Factoids

The Federation Alliance was the formal agreement between the United Federation of Planets, Klingon Empire and Romulan Star Empire to fight the Dominion in the 2370s. The treaty that was signed by the three galactic powers was re-instated when the Borg launched their first offensive in the Beta Quadrant. The alliance soon grew with the Cardassian Union, Ferengi Alliance and ironically the Dominion joining in the fight.

Current political situation

Trying very hard to maintain the public image of the Federation of the past, the current version is anything but. Political in-fighting and tensions over the over-crowded and populated Core Worlds and their lack of abundant resources have bogged down the Federation Council. The Vulcans, once a keystone member of the Federation, have withdrawn their membership and are now waging a silent war against their former allies. Riots are common place all over Earth, Mars and the various stations and habitats that act as home for the Core Worlds' billions and billions of inhabitants. Starfleet is nearly crippled by its new mandate of Core Worlds defense over galactic exploration, and several subversive factions within the organization itself have become apparent, each with its own agenda and idea of what Starfleet's role in this new Federation should be.

To add to this, the Klingons left the Federation, tired of having to play by their rules. The majority of Klingons known to have survived the war took an armada of their ships and supplies with the intention of reconquering and repopulating the Klingon Empire once more. Intercepted messages and patchy intelligence suggest they have been successful to some degree and have repopulated a few smaller settlements. In addition, Qo'noS itself is known to be undergoing heavy terraforming to reverse damage done during the war. While the Klingons do not appear to want a war with the Federation, both sides are noticeably tense towards each other.
