Anthony Starling is the leading Federation expert in tetryon energy technology. A middle aged human male, he was noted with a "reputation of a cunning mind". His theroies in renewable energy sources assisted many worlds in finding other effiencent sources of energy besides the use of plasma and antimatter reactors. Most of his life had been spent working on creating the first Federation tetryon based reactor, a pure and powerful source of energy.
At one time there are a number of mysterious criminal activities linked to him that were never been proven. One being that he briefly worked for the Maquis.
The Starfleet Corps of Engineers had recruited him to assist in the formation of Project Harmony. He was sent to Vulcan in hopes of his knowledge not being assmilated by the Borg (DS1: "The Miracle Workers"). His whereabouts on Vulcan were unknown by Starfleet until 2400 when the USS Triton noted his location on Vulcan.
Admiral Paris ordered Fleet Captain Zack Marshall-Bennet and the USS Enterprise-F to Vulcan and to retrieve the professor in hopes of re-forming Project Harmony. However when they arrived they found out that the professor had been jailed on charges of murdering retired Chief Administrator T'Mat of the Vulcan High Command. He also had "links" with the T'Plana-Hath Movement, and told Bennet at the time that there were number of non-Vulcans guests on the planet that were not best pleased how the Vulcan government was treating their guests.
