Vulcan High Command

The Vulcan High Command represents the military defence and exploration of Vulcan. For over twenty years the organisation was lead by Chief Administrator Loval. When the Borg War started the Vulcan Civilian government agreed to hand over control to the High Command to improve Vulcan's chances of defence and surviving the conflict. It had been just under three hundred years since the High Command had direct control over all of Vulcan. Many civilians protested over the change of power. With the cessation of hostilities against the Borg, power remained in the hands of the military.

In 2400 the USS Triton re-established contact with the planetary officials and discovered only a minority of the new improvements the High Command had place in aid of the planet’s defence. These included a planetary wide shield grid as well the use of fighter bombers for aerial defence. Vulcan’s membership in to the Federation was re-ratified and it became a founding member for a second time.

The true state of Vulcan’s defence was discovered three years later by the Enterprise-F. Loval revealed the large number of stations and ships all assigned to defend the homeworld. Loval also acting as leader of the Vulcan people revoked the planet’s Federation membership status and declared the planet independent. Loval also ordered the removal of the T'Plana-Hath Movement as he saw it as a possible threat to civilian support for the High Command. The means carried out to remove the movement were seen as barbaric and aggressive by the Vulcan people. One of Loval’s aides T'Poul protested against the actions and received support from several other high ranking Vulcan officials. Loval ordered an attack against the Enterprise which gave T’Poul the incentive to remove Loval from power. Loval with help from his Romulan collaborator escaped from Vulcan imprisonment. T'Poul assumed duties as Chief Administrator. She informed Fleet Captain Zack Marshall-Bennet to take a message back to the Federation informing them of Vulcan’s intentions to enter a state of isolation and neutrality with their former allies. The Federation Council agreed to abide by the Vulcan’s request for neutrality and to stay away from Vulcan claimed space. However observations and scans of the Federation-Vulcan border were increased.

Following the removal of Loval and power of Vulcan slowly returning to the civilian authorities there have been many skirmishes between ships from the Vulcan High Command who remain loyal to Loval against Starfleet forces. T'Poul ordered all Vulcan vessels to return to Vulcan space but many have yet to return. Many of their crew who are seen as "emotional" perceive the reasons why Vulcan is in a distraught state is because of the Federation abandoned the Vulcan people and Vulcan itself in favour over Earth.

In the middle of 2403 Loval’s plans of a Vulcan-Romulan re-unification were discovered and he along with Admiral Kervek both were captured by Federation and Vulcan forces at Weytahn. Originally the Enterprise had been in orbit of the former Andorian-Vulcan colony in attempt to locate missing Federation scientists but soon found themselves at the mercy of Loval and Kervek. T’Poul had already ordered one Vulcan vessel to enter the Weytahn system and render aid. The Vulcan flagship Sarak assisted the Federation flagship in rescuing crewmembers from the planet and halting the plans of a possible invasion of the Federation from the joint forces under Loval and Kervek’s commands. At this time also Fleet Captain Marshall-Bennet opened a good dialogue with his counterpart Commander Sek in improving relations between the Federation and Vulcan. Acting on behalf of the High Command Sek agreed to return to Vulcan and push for diplomatic channels to be re-opened. T’Poul agreed to open channels with the Federation once events and issues on Vulcan were stabilised.
