Captain Jason Shepherd was a celebrated Starfleet officer and war hero. Highly decorated during the Borg conflict for his bravery in battle, including his actions single-handedly saving the USS Iowa in 2396, he went on to a long and prestigious career as the commanding officer of the USS Rice, and later on, the USS Archer.

He was Starfleet Command's first choice when they needed to assign a commanding officer to the USS Endeavour, and was en route to Earth for the transfer when the Archer was rerouted to Bajor to aid the local forces with defence after suspected Romulan ships attacked the Bajoran colony of Konchek IV. Spending a night on the planet, Captain Shepherd was found the next morning, murdered.

His death has been formally cited by Starfleet Command to have been an accident, his assassination covered up. Captain Peter Harrigan, responsible for this initial investigation, was subsequently assigned as the commanding officer of the Endeavour. Captain Shepherd was survived by his wife, Commander Rachel Shepherd, who discovered his body.

At present the public are under the impression that Jason Shepherd's death was a mundane domestic accident. Only the President, presidential staffers, Starfleet Admiralty, SSI Director Logan Callahan and select SSI officers, Captain Peter Harrigan, and select crew of the USS Templar are aware of the truth.
