Rear Admiral Maeve Gibson (ret.) is the former commanding officer of Starfleet's eigth fleet and was known as a capable military officer and outright conservative, often releasing papers and reports detaling her views (which were generally critical of Fleet policies). She is also known for having a high opinion of herself. Gibson retired in 2398 and became an occasional op-ed contributor to various publications.

In January 2404, Gibson released her memoirs under the title, "Truths and Deceits." The book heavily criticises the handling of the War by Admirals Janeway and Picard, details Gibson's interactions with the SSI and Security Council, and includes a chapter comprehensively denouncing the Fleet's varied attempts and plans at arms control. The book was relased on the same day as the San Francisco Chronicle broke the story that Starfleet Command was planning to introduce arms control to San Francisco and though references and denounces similar plans for the city, does not make specific mention of the 2404 initiative. Alongside this, the book makes mention of secret Fleet bunkers on Alpha Centauri. (SFC: "A Tale of Two Cities")
