Story

On the old Fort Baker site, there sits what most civilians generically call Starfleet Command. The truth is that Starfleet has facilities all over Earth and this is simply the most visible, iconic and public of them. The campus houses the highest echelons of Starfleet, as well as the often overlooked Operations Command which despite its low visibility, is the heart of Starfleet. What most people would recognise as normal day-to-day running of the fleet usually comes under the Operations department's control. Traditionally, Starfleet Operations has been the Command Division of the Fleet in everything but name. Intelligence reports, first contact submissions, surveys of planets requesting Federation mebership; all of this passed through the Department. With the effects of the Borg War however, Operations has found itself in regular conflict with other branches of the Fleet, most notably the Intelligence and Security Divisions, who have come to view the Operations branch as a peacetime organisation.

Despite this, it is still the largest branch of Starfleet Command and its supervising officer, Admiral Paris, is the most senior Admiral in the fleet, behind Fleet CinC Admiral Taylor. The logistics of the fleet however, mean that Admiral Paris is in some ways, merely a figurehead for the Department, with the 'hands-on' aspects of the job being completed by the large staff on the Fort Baker site. This simm revolves around the senior staff of the Operations Department, and their often heated interactions with representatives of other branches, the civilian populace, Federation politicians who control the fleet budget and visiting dignitaries and military officers who must be denied an audience with the Fleet CinC.

Simm Overview

Starfleet Command is designed to be an alternate take on the Star Trek and indeed, FE universe. Rather than making first contact with new species, fighting the Dominion and Borg and generally having a fairly active life on a starship, the simm will focus on those left on Earth with the bureaucracy of Starfleet (and the PR repercussions of border actions). Ever wondered what Nechayev was doing when she wasn't having a go at Picard? Considered what Admiral Forrest would get up to when Enterprise was out saving the world? We write the actions of such characters and fit them in around the thick storyline that governs FE. How has the dissolution of the Marine Corps been perceived in the upper levels of command? What do the general public think about Starfleet's performance since the end of the war? Should Starfleet put its resources into re-exploration or defence of Sol?

Though set in the offices of San Francisco rather than the bridge of a starship, Starfleet Command allows for an exciting, intelligent plot very much in the Star Trek tradition. The simm will raise modern-day questions in the context of the future. Diplomacy over Conflict? Freedom over Security? Us before Them? It will show the darker side of Starfleet and Humanity revealed in episodes such as "Paradise Lost", "Inter Arma Enim Silent Leges", and "In the Pale Moonlight."

This doesn't mean everything is doom and gloom however. As with the later seasons of Deep Space Nine, the simm will also highlight the humour that can be found in even the darkest of situations, and the hidden qualities in people that are often brought out in times of trial.
