The United Federation of Planets Charter is the document that formed the basis for the founding of the Federation in 2161. It clearly stated the common goals the new organisation would achieve as an interstellar governing body.

It required for all of its members to agree to freedom, mutual defence, scientific exploration, peaceful coexistence and trade.

In 2400 three of the original founding members (Earth, Vulcan, and Andoria) alongside the Federation Council amended the charter in which those members entering the Federation would agree to share all resources and defence capabilities to help in the rebuilding of the Federation.
