The Federation Council is one of the governing bodies along with the senate of the United Federation of Planets. The Council has at least one elected representative from each of its members. The Council has the power to rule over any decision that will effect its members and citizens. The senate is provided to the massive amounts of displaced persons currently living in the Federation and Sol. It provides them with a voice in Federation matters and procedures.
