Federation Council

The Federation Council is one of the governing bodies along with the senate of the United Federation of Planets. The Council has at least one elected representative from each of its members. The Council has the power to rule over any decision that will effect its members and citizens. The senate is provided to the massive amounts of displaced persons currently living in the Federation and Sol. It provides them with a voice in Federation matters and procedures.

Council and Senate Representatives
Representatives and Senators from each member world (or race as this is the case with most officials by 2400) are elected to three year terms by their own people and powered to voice the general opinions and thoughts of those they speak for. Councilors actually make the laws and regulations. The Senate does have the power to block certain legislations on a case by case basis but only if 90% of the senators agree during a closed session vote.
There are exceptions to the four founding members (Earth, Vulcan, Andoria and Tellar) of the Federation who shall always hold permanent status on the Council.
