Babel is a class M world used by the Federation for peace conferences. After the incident between the USS Enterprise and the Vulcan High Command in early 2403, Federation Ambassadors met with Vulcan delegates on Babel to discuss Federation-Vulcan relations. However the meeting didn't go too well which lead to the Vulcans departing from the meeting. Admiral Paris informed Fleet Captain Marshall-Bennet of the meeting's status when the Vulcan High Command deployed several battle oriented crusiers near to Andoria (DS1: "Along The Stream").
